I would remind you, however, that the local government bears a great amount of responsibility for this tragedy...Not just the federal government.

Fair enough, daily. But this is the presidential administration that promised that we would be safe with them leading the show. This is the presidential administration that said John Kerry and John Edwards would get us all killed, as they wouldn't be prepared to handle a terrorist attack. And now we see that, in fact, this administration can't get their shit together for a disaster that they know is coming.
